Malaysia's commitment to South-South Cooperation through the sharing of Malaysia's development experiences and knowledge with other developing nations was established in 1980 with the establishment of the Malaysian Technical Cooperation Program (MTCP).

The MTCP's goals include:
- sharing experience with other developing nations;
- strengthening bilateral connections with developing countries;
- encouraging and promoting South-South cooperation; and
- encouraging and promoting technical collaboration among developing countries.
The MTCP is based on the idea that a country's progress is determined by the quality of its human capital and resources. Short-term courses at Malaysian public and private training institutes, as well as long-term courses at Malaysian public universities, are the mainstays of the MTCP's human resource development strategy.
In conjunction with renowned local training institutes and international development partners, Malaysia's flagship MTCP delivers more than 60 technical training and capacity-building programs in a wide range of development fields to developing nations each year. The different programs offered under the MTCP have helped more than 34,500 participants from 144 developing countries to far.
The Malaysian government sponsors the MTCP Scholarship, which allows overseas students from poor countries to continue postgraduate studies in Malaysia while also gaining the required information and skills to contribute to their home country's development. For Master's Degree Programs, the award lasts between 12 and 24 months.
WHO CAN APPLY
1. MTCP cordially invites graduates (full time Masters) from the MTCP recipient countries for the Academic Year of 2022/2023: (List of MTCP Recipient Countries as per Annex A)
2. Application deadline: 16 July 2022
*The Malaysian government opens two types of scholarships at once. Make sure you are a prospective Master's level applicant to actually choose MIS or MTCP because your passport number can only be used to apply for one type of scholarship.
HOW TO APPLY
1. All applications must be submitted through our online application system via the link https://biasiswa.mohe.gov.my/INTER/index.php
All the documents below are COMPULSORY and to be UPLOADED via online application (scanned and save as in PDF format):
a. Application form (to be filled in the online system);
b. Latest Admission Offer Letter from Malaysian Universities for academic intake 2022/2023 (Please refer List of Universities);
c. Letter of Recommendation from two (2) referees;
d. Statement of Intent;
e. A certified copy of Academic Transcript;
i. Record of all the courses taken throughout the degree programme must be reflected in the academic transcripts;
ii. Applicants must submit transcripts of their undergraduate studies; and
iii. Applicants must submit an official document issued by the applicants’ alma mater describing the university’s grade system. If an applicant’s transcript does not include information on CGPA, marks or score percentile, the documents must be certified.
f. Curriculum Vitae;
g. A certified copy of English Language Proficiency tests (TOEFL/ IELTS/ PTE/ CAE/ CPE/ MUET/ equivalent qualification);
h. A certified copy of Passport as evidence of nationality (minimum of 18 months’ validity);
i. Medical examination report; and
j. COVID-19 proof of vaccination.
ELIGIBILITY CRITERIA
1. Malaysian Technical Cooperation Programme (MTCP) Scholarship applicants must COMPLY to the following criteria:
a. Not more than 45 years old at the time of application.
b. For Master’s Degree Program, applicants should obtain a minimum of Second Class Upper (Honours) or a minimum CGPA of 3.5 or equivalent at Undergraduate Degree level.
c. Proof of English Language Proficiency:
i. Scanned copy of the original proof of English Language Proficiency such as IELTS (minimum total score 6); or TOEFL internet-based test with a score of 70 or equivalent; or
d. Has an excellent level of health certified by a doctor/physician. The cost of the medical check-up shall be fully borne by the applicant.
e. Scholars must undertake full-time study for postgraduate programs at the selected Malaysian Universities (Please refer List of Universities).
f. Application is only open to candidate who has received valid admission offer letter/s from at least one (1) university in Malaysia but has not yet started their postgraduate studies or those who has registered for no more than one semester for a Master's Degree.

BENEFITS OF MTCP SCHOLARSHIP
1. This scholarship covered:
a. Tuition Fees
b. Other allowances of RM3,500 per month which includes:
Cost of Living Allowance
Book Allowance
Tools Allowance
House Rental Allowance
Placement Allowance
Thesis Allowance
Travel Allowance
Practical Training Allowance
End of Study Allowance
Medical Allowance
Insurance Allowance
c. One-off return economy-class airline ticket from student’s closest international airport to Malaysia and back to student’s home country.
Method of Payment: Participants will receive allowances and other benefits as mentioned above from the Scholarship Division, Ministry of Higher Education Malaysia through their individual savings accounts. Students are advised to open any Malaysian Bank account upon arrival in Malaysia.
AREAS OF STUDY
Priority will be given to the following areas of study:
1. Science, Technology and Engineering (not including nursing, medicine, clinical pharmacy)
2. Economics, Finance, Management and Banking
3. Social Science and Humanities
4. Information and Communication Technology
5. International Relations and Political Science
6. Agriculture and Aquaculture
7. Education
*Applicants may choose any related course within the areas mentioned above
SELECTION CRITERIA
Applications will be considered according to the following selection criteria:
1. High-level academic achievement.
2. Excellent communication, writing and reading skills in English Language.
TERMS AND CONDITION
1. Scholars must undertake full-time study for postgraduate Master’s Degree in Malaysia during the period as stated in the Scholarship Offer Letter.
2. Scholars must not change their programme during tenure of the scholarship except with written permission from the university and the MTCP Secretariat.
3. Scholars must follow the approved programmes and abide by the university’s rules, regulations and codes of conduct.
4. Any suspension from the university will result in immediate suspension of award. Monthly allowances are not payable during suspension.
5. It is the responsibility of successful candidates to apply and meet the requirements for the issuing of an appropriate entry visa including medical examination. The cost of the visa application shall be fully borne by the applicant. Further information and application details are available at https://visa.educationmalaysia.gov.my
6. Scholars must maintain satisfactory progress and good standing as stipulated by their host university or the scholarship will be withdrawn.
7. The scholarships are tenable in Malaysian Universities and research must be carried out in Malaysia.
8. Scholars are not allowed to take any paid employment during their tenure unless with written approval from the host university and the MTCP Secretariat.
